Damp and mould are the hazards most likely to land an Oxford landlord in legal difficulty — they are the specific focus of Awaab’s Law, and they are often roof-sourced. This guide explains how a roof causes damp and mould, how to tell roof-sourced damp from other kinds, and why getting the diagnosis right matters for compliance.
How a Roof Causes Damp and Mould
Roof-sourced damp reaches the living space in several ways, and Oxford’s valley climate makes all of them worse. The Cherwell and Thames valley humidity keeps the whole building slower to dry, so once water gets in it lingers and mould follows.
Direct Leaks
The obvious one: a slipped tile, failed flashing or blocked valley lets water into the loft and down onto ceilings and walls. On Oxford’s period stock, aged lead flashing at chimney stacks is the single most common culprit. The damp patch appears, and if the leak continues, mould colonises the damp plaster within weeks.
Blocked Gutters and Roofline Failure
An overflowing gutter runs water down the external wall, saturating it. Inside, that shows as damp on the wall below a window or in a corner — often misread as condensation or “rising damp” when it is actually a roofline drainage failure. Roof Void Condensation
This is the “leak with no hole.” If the roof void is poorly ventilated — often because loft insulation has been stuffed into the eaves and blocked the airflow — warm moist air from the house condenses on the cold underside of the roof and drips back down. It looks exactly like a leak but there is no breach in the covering. It is common in Oxford’s converted lofts and re-insulated period houses.

Telling Roof-Sourced Damp from Other Causes
Getting the diagnosis right matters, because the wrong fix wastes money and leaves the tenant’s hazard unresolved — which is exactly what Awaab’s Law targets. A few pointers:
- High up, after rain: damp appearing on upper-floor ceilings, worse after rain, points to a roof leak
- Down an external wall: damp tracking down a wall, especially below the gutter line, points to roofline or gutter failure
- On cold surfaces, worse in winter: mould on cold spots and window reveals with no rain link points to condensation and ventilation
- Near a chimney or valley: staining by a chimney breast or roof junction points to flashing or valley failure

What the Tenant Sees Versus What Is Actually Happening
Tenants report what they see — a black patch in a corner, a musty smell, mould on a window reveal — and they naturally attribute it to whatever seems obvious. The landlord’s job, with a competent roofer, is to establish what is actually happening behind the visible symptom. A mould patch in a top-floor bedroom corner might be a chimney flashing leak two metres away tracking along a rafter; a black bloom around the windows might be pure condensation, nothing to do with the roof at all. Fixing the wrong thing is the classic false economy: money spent, hazard unresolved, and now a record of an ineffective response.
The Oxford Factors That Make It Worse
Oxford’s specific conditions push damp and mould harder than in many places. The Thames and Cherwell valleys hold humidity, so buildings dry slowly and any moisture lingers. The city’s older housing stock — Victorian and Edwardian terraces in Jericho and North Oxford, 1930s semis across the suburbs — has the aged lead and mortar that leaks, and often solid walls that show damp readily. And the dense tree canopy blocks gutters every autumn, driving the roofline-failure route to damp.
Treating the Mould Once the Roof Is Fixed
Fixing the roof stops new moisture, but the existing mould still needs dealing with, and the order matters: treating mould before the source is fixed simply means it returns. Once the leak or roofline fault is resolved and the affected area has dried, mould on plaster and paint can be cleaned and treated. For a landlord, doing this in the right order — cause first, cosmetic second — is both more effective and better evidence of a proper response.
